Mexico issues final anti-dumping ruling on hot-rolled steel from China and Vietnam

Mexico's Ministry of Economy (SE) issued a notice on September 3, finalising affirmative anti-dumping measures on hot-rolled steel originating in China and Vietnam. The definitive duties will take effect on the day following their publication in the official gazette.

The specific duties for Chinese producers are set as follows: US$0.3087 per kilogram for Shanghai Meishan Iron and Steel, US$0.3050 per kilogram for Wuhan Iron and Steel, US$0.3070 per kilogram for cooperating producers not selected in the sample, and US$0.3087 per kilogram for all other Chinese exporters.

Vietnamese producers face duties of US$0.2719 per kilogram for Formosa Ha Tinh Steel, and US$0.2855 per kilogram for Hoa Phat Dung Quat and all other Vietnamese exporters.

The products subject to the measures are flat-rolled hot-rolled steel products of iron, carbon steel, or alloy steel, with thicknesses up to 25.4 millimetres. They fall under TIGIE tariff codes 7208.10.03, 7208.25.02, 7208.26.01, 7208.27.01, 7208.36.01, 7208.37.01, 7208.38.01, 7208.39.01, 7208.40.02, 7208.51.04, 7208.52.01, 7208.53.01, 7208.54.01, 7208.90.99, 7211.13.01, 7211.14.91, 7211.19.99, 7225.30.91, 7225.40.91, and 7226.91.07, as well as TIGIE codes 9802.00.01, 9802.00.02, 9802.00.03, 9802.00.04, 9802.00.06, 9802.00.07, 9802.00.10, 9802.00.12, 9802.00.13, 9802.00.14, 9802.00.15, 9802.00.17, 9802.00.19, 9802.00.20, and 9802.00.21.

The proceeding was initiated following an investigation launched on March 3, 2025, which resulted in the imposition of preliminary duties announced on March 23, 2026.
