US Commerce Department finalizes CVD sunset review on Chinese PC strand, maintaining duties

The US Department of Commerce (USDOC) issued its final determination in the third expedited sunset review on August 4, 2026, concluding that revocation of the countervailing duty (CVD) order on prestressed concrete steel wire strand (PC strand) imported from China would likely result in the continuation or recurrence of countervailable subsidies.

The review, conducted under statutory provisions, assessed the potential market impact of terminating the existing administrative order. The USDOC established specific net countervailable subsidy rates as follows: 9.42% for Fasten Group Corporation and its affiliated entities, 45.85% for Xinhua Metal Products Company and its related companies, and a residual rate of 27.64% applicable to all other Chinese producers and exporters.
