EIA notice issued for battery comprehensive utilization base of Zhejiang Lisheng Energy
On June 18, The Huzhou Municipal Ecology and Environment Bureau released a public notice regarding the environmental impact assessment (EIA) for the lithium battery full lifecycle comprehensive utilization base construction project of Zhejiang Lisheng Energy Co., Ltd. The public comment period runs from June 18 to July 2.
The company plans to invest about RMB82.06 million (USD12.07 million) in the project, leasing existing idle factory space from Zhejiang Baoneng Power Supply Co., Ltd. The planned facility will serve as a comprehensive lithium battery lifecycle utilization base, with two core operational pillars. The first one is the spent lithium battery recycling and reprocessing. It will house production lines for battery echelon utilization, as well as crushing, dismantling, and regeneration processes, enabling efficient recovery and recycling of key materials including electrode powder, copper particulates, and aluminum particulates. The second one is the lithium battery Pack manufacturing. The facility will integrate cell inspection and sorting, module assembly, and Pack production lines, allowing regenerated materials to be directly fed back into new battery production--creating a fully closed-loop "recycling–regeneration–manufacturing" value chain.
The project will also include supporting utilities such as environmental protection systems, power supply, water and gas distribution, and warehousing. Once fully operational, the base is expected to process 100,000tpy of spent lithium batteries and electrode scraps annually, with an additional annual production capacity of 3 GWh of high-energy-density battery packs.
