Canada maintains AD and CVD orders on imported rebar from three countries

The Canadian International Trade Tribunal (CITT) has extended its protective orders on concrete reinforcing bars imported from China, South Korea, and Turkey. This decision ensures that the Canada Border Services Agency (CBSA) will continue to enforce anti-dumping duties on rebar from all three countries, as well as countervailing duties specifically on subsidized Chinese products. The original orders date back to October 2020.

The independent tribunal concluded that allowing the existing trade restrictions to expire would likely cause material injury to Canada's domestic manufacturing sector. Local steel producers had previously expressed serious concerns to investigators, arguing that terminating these trade barriers would trigger an immediate resurgence of unfair pricing practices and foreign state subsidies.

The scope of the orders excludes plain round bars, fabricated rebar products, and specific items measuring 10 millimetres in diameter with lengths between 30.48 and 243.84 centimetres. The protective measures apply to hot-rolled deformed steel rebar, whether in straight lengths or coils, with a maximum diameter of 56.4 millimetres.
