Ukraine launches AD investigation into coated steel flat products from four countries
The Interdepartmental Commission on International Trade of Ukraine (ICIT) has officially launched an anti-dumping (AD) investigation into imports of coated carbon steel flat products originating from Turkey, Vietnam, South Korea, and India.
The investigation revealed a substantial increase in imports of these products from the four countries between 2022 and 2024. Total imports rose approximately 4.5 times. Relative to Ukrainian domestic production, imports increased about two-fold, and relative to domestic consumption, they increased roughly 2.5 times.
At the same time, the weighted average price of these imported products has been steadily declining. Since 2023, prices have been significantly lower than the average price of similar products in Ukraine, putting pressure on domestic steel producers.
The investigation covers carbon steel flat-rolled products under Ukrainian customs codes 7210 70, 7210 90, and 7212 40, but excludes tin-plated carbon steel products under code 7210 70 10 00.
