Ground broken on first Sino-French cathode materials plant

XTC New Energy (XTC) and France's Orano Group held a groundbreaking ceremony for their joint Neomat CAM cathode active materials factory in Dunkirk.

Marking France's first industrial-scale production base dedicated to EV battery cathode materials, the event kicks off full construction following the project's Final Investment Decision secured in March 2026. The milestone underpins XTC's push into Europe's new energy sector and deepens Sino-European strategic collaboration across green industries.

Located at the Port of Dunkirk, the Neomat CAM plant carries roughly EUR500 million in investment and is designed for an annual output of 40,000 tonnes of EV cathode materials, with commissioning targeted for 2028 to supply leading European battery manufacturers steadily. The full development is poised to draw total investment of EUR1.5 billion and generate 1,300 direct jobs, substantially boosting Europe's strategic self-sufficiency in lithium-ion battery critical materials and recycling capacity.
