The provincial department is responsible for the transfer and registration of mining rights for 11 strategic mineral resources, including coal, coalbed methane, gold, iron, chromium, copper, aluminum, nickel, zirconium, phosphorus and fluorite. The provincial department remains responsible for the transfer and registration of geothermal mining rights.

Each municipal bureau is responsible for the transfer and registration of mining rights for mineral resources other than the above 26 mineral species (excluding river sand and brick clay mining rights with small reserves). The adjustment of registration authority for the transfer of some mining rights is valid for five years, according to the Department of Natural Resources of Shanxi Province.
