On November 23, an implementation propose on promoting high-quality development of the vanadium and titanium industry, issued by the Economy and Information Department of Sichuan Province and other four departments together, stipulated that by 2025, the whole industrial layout would be more reasonable with significantly strengthened industrial chains and supply chains, and the industrial agglomeration would be increased to form a development pattern of rational distributions, prominent brands, high intellectualization, low carbon and sustainability and create a world-class cluster of new materials of vanadium and titanium with an output value of more than RMB200 billion (USD28 billion).

The propose mentioned that the industrial scale should maintain a steady growth. The comprehensive utilization rate of vanadium and titanium resources should exceed 55% and 35% respectively, and that of iron resource should increase to 75%. The raw ore processing capacity should exceed 100 million tons per annum. The processing capacities of standard vanadium slag, ilmenite, vanadium product, vanadium electrolyte, and titanium dioxide should be 600,000 tons per year, 8 million tons per year, 100,000 tons per year, 75,000 cubic meters per year, and 1.2 million tons per year, respectively, with an increasing proportion of chloride-process titanium dioxide. The processing capacity of titanium sponge and titanium ingot should be 100,000 tons per year, and that of titanium profiles and deep processing materials should be 50,000 tons per year.
