China releases 2023 Catalogue of Goods Subject to Export License Administration

The 2023 Catalogue of Goods Subject to Export License Administration, jointly released by China's Ministry of Commerce and the General Administration of Customs, took effect on January 1, 2023. All 43 categories of goods subject to export license administration require the presentation of an export license to Customs to go through customs clearance and release procedures. Relevant foreign trade companies should apply for export licenses from the Ministry of Commerce or local administrative departments of commerce entrusted by the Ministry of Commerce.

Export of bauxite, phosphate ore, magnesia, fluorspar, rare earth, tin & tin products, tungsten & tungsten products, molybdenum & molybdenum products, antimony & antimony products, coke, certain metals and their products, silicon carbide, indium & indium products requires an export license in accordance with the regulations. Export of cerium and cerium alloys (granule<500μm), tungsten and tungsten alloy (granule<500μm), zirconium and beryllium requires no export license, but the Export License for Dual-use Items and Technologies of PRC is still needed as required. No designated port management is implemented for export of magnesia, rare earth, antimony & antimony products, etc.
