India launches first anti-dumping sunset review on cold-rolled flat steel products of iron, non-alloy steel and other alloy steel from China

On 31 March, 2021, Ministry of Commerce and Industry of India, based on the application filed by Indian Steel Association, announced the launch of the first anti-dumping sunset review on cold-rolled flat steel products of iron, non-alloy steel and other alloy steel originating in or importing from China, Japan, South Korea and Ukraine, involving products under Indian Customs Tariff Headings 7209, 7211, 7225 and 7226, with the dumping investigation period from 1 April, 2019 to 30 September, 2020 (18 months) and the injury investigation period from April 2016 to March 2017, from April 2017 to March 2018, from April 2018 to March 2019 and from 1 April, 2019 to 30 September, 2020. Stainless steel, high speed steel, grain-oriented silicon electrical steel and Non-grain-oriented silicon electrical steel are excluded from the scope of the investigation.

On 19 April, 2016, Ministry of Commerce and Industry of India, based on the joint application filed by many Indian enterprises, announced to launch the anti-dumping investigation on cold-rolled flat steel products of iron, non-alloy steel and other alloy steel originating in or importing from China, Japan, South Korea and Ukraine. On 17 August, 2016, India imposed temporary anti-dumping duty on involved products originating in or importing from China, Japan, South Korea and Ukraine. On 10 April, 2017, Ministry of Commerce and Industry of India gave a final positive ruling and recommended a five-year anti-dumping duty on involved products from the abovementioned countries, with the gap between landed value, which must be lower than the price floor, and price floor (the price was USD576/t for such countries) as the tax. On 12 May, 2017, India formally imposed anti-dumping duty on involved products of abovementioned countries, valid through 16 August, 2021.
