Argentina launches second sunset review of anti-dumping against China's carbon steel fasteners

On October 15, 2020, the Ministry of Production and Development of Argentina issued announcement No. 552/2020, which initiated the second sunset review investigation on anti-dumping of carbon steel fasteners originating in China. The products involved are standard or super standard thickness carbon steel fasteners manufactured in accordance with ASME b16.9, ASTM a234 and equivalent standards (such as IRAM 2607, etc.) with OD greater than or equal to 60.3mm but less than or equal to 323.8mm, excluding 180 degree elbow, reducing elbow and carbon steel tee. The Argentine tax codes of the products involved were 7307.19.20 and 7307.93.00. The dumping investigation period of this case is from October 2019 to September 2020, and the injury investigation period is from January 2017 to September 2020. The announcement shall take effect from the date of promulgation. During the investigation, the current anti-dumping measures are still in effect.

On October 23, 2008, Argentina initiated an anti-dumping investigation on carbon steel fasteners originating in China. According to Announcement No. 11 of October 22, 2009, Argentina made an affirmative final determination on anti-dumping of the products involved in the case. According to Argentina's Announcement No. 1181 on October 23, 2015, the former Ministry of Economy and Public Finance of Argentina made the first affirmative final determination on the case of sunset review, setting the minimum FOB price as USD4.67/kg, and imposing anti-dumping duties equivalent to the difference between the FOB export price and the minimum price for the products involved in the case whose FOB export price is lower than the minimum price, with an effective period of 5 years.
